The dbscanner process is used by SMEX to do manual/scheduled scan. You can limit the amount of CPU used by this process by enabling the setting "Enable CPU usage limitation" and setting the maximum CPU usage. You can find that option inside the configuration for the manual or scheduled scan. By default this setting is disabled.
