Summary
Some incoming emails from legitimate senders are blocked with reason Sender blocked in TMEMS.

You have already verified that the sender is not included in the global Blocked Senders list (Inbound Protection > Connection Filtering > Sender Filter > Blocked Senders).

Check with the recipient to find out whether he/she has added this sender email address into his/her personal blocked list under Quarantine > Blocked Senders in the End User Console (EUC) and ask him/her to remove it.
