Azure RMS Account Setup Failing in Cloud App Security (CAS)

When trying to set up a RMS account the error message: "RMS account creation failed" shows up.

The following error message appears in the backend logs: "error: Showing a modal dialog box or form when the application is not running in UserInteractive mode is not a valid operation. Specify the ServiceNotification or DefaultDesktopOnly style to display a notification from a service application. "

This issue is normally caused by some security settings configured for the account used during the creation of the RMS account (e.g. Multi-Factor Authentication (MFA)).

If MFA is enabled, it will not be able to pass the back-end Microsoft API basic authentication. These are suggestions you can try for the RMS provision:
  1. Disable the Global Admin Credential MFA temporary and then try again the RMS provision. After the provision finishes successfully, the customer can re-enable the MFA again.
  2. Create a new account without MFA enabled for temporary usage, then try again the RMS provision with that account. After finishing with success, you can remove the temporary account.
Apart from MFA, other security settings that can make the creation of the account fail are the following:

- Default Security Setting
- Conditional Access Rule

If any of these settings are enabled, please disable them for the admin account temporarily until RMS's provisioning process is finished.
