“Error: too many connections” message appears when sending a large amount of emails in Hosted Email Security (HES)

Summary
When you send a large amount of outgoing emails, the HES relay server rejects them and you get the following error message:
421 4.7.0 in08.sjc.mx.trendmicro.com Error: too many connections from216.24.228.26

The issue occurs because your outgoing MTA opening has more than four (4) concurrent connections. The limit set in each inbound MTA is 4 concurrent connections for each client.
To resolve the issue, configure your outgoing MTA to open not more than 4 concurrent connections.
