The issue occurs when you change the Exchange Information Store (IS) startup type to "Delayed Start". The MSA waits for IS to be loaded, causing the server to hang.
To resolve the issue, set the MSA services to "Automatic (Delayed Start)":
- Stop the Trend Micro Messaging Security Agent Master Service.
- Double-click Trend Micro Messaging Security Agent Master Service.
- Change the startup type to "Automatic (Delayed Start)".
- Click Start.
- Click Apply > OK.
