“Incorrect User name or Password…” appears when accessing the ScanMail for Exchange (SMEX) management console

Summary
When trying to access the ScanMail for Exchange (SMEX) management console on the exchange server, you get the following error message:
“Incorrect User name or Password. Please try again.”
When you check the IIS log, there were a lot of instances of 401.1 and 401.3 HTTP Errors similar to this:

To resolve this issue:
  1. Open the Internet Information Services (IIS) Manager.
  2. Check the SMEX virtual directory.
  3. Go to Directory Security > Authentication and access control.
  4. Click Edit... button.
  5. Tick the Enable Anonymous Access checkbox.
  6. Under Use the following Windows user account fo anonymous access section, indicate your SMEX Administrator account.
  7. Save the changes that you made.
  8. Access the console again.
