"Exception occurred while initializing the installation" error appears when installing the Hosted Email Security (HES) Active Directory Sync Client

Summary
You cannot install the HES Active Directory Sync Client. When you click Next on the Enter Domain Account window

you get the following error:
Exception error
Exception occurred while initializing the installation: SystemIO. FileNotFoundException: Could not load file or assembly 'file:///C:Windows\system32\Files\Trend\' or one of its dependencies. The system cannot find the specified file.
