Error 1603 appears when upgrading the PolicyServer

Summary
When running the PolicyServerInstaller.exe file, users receive error 1603 and cannot uninstall the PolicyServer from the Remove section in PolicyServerInstaller.exe.

To resolve this issue, uninstall the PolicyServer from Add/Remove Programs:
  1. Uninstall the following programs:
    • PolicyServer MC SnapIn
    • PolicyServer Web Service
    • PolicyServer Windows Service
    • PolicyServer Wireless Service
  2. Reboot the server after successfully uninstalling the programs.
  3. Delete the C:\Program Files\Mobile Armor\PolicyServer folder.
  4. Go to C:\Windows\System32 and make sure that the following files are deleted:
    • MAFips.dll
    • MAFipsHelper.dll
  5. Open the Registry Editor.
    Important: Always back up the whole registry before making any modifications. Incorrect changes to the registry can cause serious system problems.
  6. Go to HKEY_Local_Machine/SOFTWARE/Endpoint Encryption and make sure that the "HMAC" entry is deleted.
  7. Go to HKEY_Local_Machine/SYSTEM/CurrentControlSet/Service/ PolicyServerWindowsService and delete the "PolicyServerWindowsService" entry.
  8. Close the Registry Editor.
  9. Reboot the server.
  10. Launch the PolicyServerMMCSnapinSetup.msi to install the PolicyServer MMC.
  11. Run the PolicyServerInstaller.exe and install the PolicyServer.
If you cannot uninstall the PolicyServer Windows Service from Add/Remove Programs, do the following:
  1. Use Microsoft's Windows Installer Cleanup Utility (Msicuu.exe) to remove the PolicyServer Windows service.
  2. Open the Registry Editor.
    Important: Always back up the whole registry before making any modifications. Incorrect changes to the registry can cause serious system problems.
  3. Go to HKEY_Local_Machine/SOFTWARE/Endpoint Encryption and make sure that the "HMAC" entry is deleted.
  4. Go to HKEY_Local_Machine/SYSTEM /CurrentControlSet/Service/PolicyServerWindowsService and delete the " PolicyServerWindowsService" entry.
  5. Close the Registry Editor.
  6. Delete the C:\Program Files\Mobile Armor\PolicyServer folder.
  7. Go to C:\Windows\System32 and make sure that the following files are deleted:
    • MAFips.dll
    • MAFipsHelper.dll
  8. Reboot the server.
  9. Launch the PolicyServerMMCSnapinSetup.msi to install the PolicyServer MMC.
  10. Run the PolicyServerInstaller.exe and install the PolicyServer.
