This article provides the information on how you can clean up unused devices in the PolicyServer.

For device management, Trend Micro recommends that administrators take a device in from the field for re-imaging. At this point, the device should be checked for Full Disk Encryption (FDE) or File Encryption (FE). If FDE or FE is installed, then the end-user data should be backed up in an unencrypted state. The device can then be deleted from the PolicyServer.
Upon reinstallation of FDE or FE, a new device ID will be registered with the PolicyServer.
