To resolve the issue:

  1. Download the fix tool from Microsoft and run the fix tool on the problematic computer. Refer to this Microsoft article: You cannot install some updates or programs.
  2. Repack the Security Agent installation package.
  3. Manually uninstall the Security Agent using the uninstall tool.
     
    Make sure there is nothing left in the system.
  4. Install the Security Agent using the repacked MSI package.
  5. Set Cryptographic Services to Automatic, and then try to install the program again. Follow the procedure under Method 1 in this Microsoft article: You cannot install some updates or programs.
