"Setup cannot initialize the server" occurs when installing the OfficeScan (OSCE) server

The following error message appears during the installation process of the OSCE Server:

Installation unsuccessful - Setup cannot initialize server

The setup will abort and there will be no OSCE Server service or program that will be installed on the machine.

This issue is caused by the user's lack of permissions on the target installation directory of the OSCE server.

To install the OSCE server successfully, make sure that the user has administrator rights or is part of a security group (domain admins, trusted installers, etc) that has privilege on the target installation directory (C:\Program Files, E:\, etc).

After modifying the user or the security group's permission on the target installation directory, run the installer package. There should no longer be problems with installing the OSCE server.
