The OfficeScan client/agent cannot download updates because the Microsoft URL Scan is blocking OfficeScan Update.ini which is configured in the URLscan.ini file.

You can resolve the issue by modifying the URLscan.ini file to allow the download of OfficeScan updates.
  1. Go to the C:\Windows\System32\inetsrv directory.
  2. Create a backup copy of the URLscan.ini file and save it on the Desktop.
  3. Open the file URLscan.ini with a text editor like Notepad.
  4. Find the entry ";Deny Various Static File".
  5. Change the ini entry from ":ini" to "; :ini".
  6. Save the modification.
  7. Perform the OfficeScan update.
