Unable to view Log Events from the PolicyServer MMC

Summary
You cannot view the Logs Events from either the Enterprise Log Events or from any group Log Events on the PolicyServer MMC. Clicking on the Log Events leads the console to a "Not Responding" state. Console recovers from the said state but it still displays no record.

The issue happens because the SQL is not responding to requests coming from the PolicyServer in a timely manner.
