In Windows 7 or above, you can still move or drag a file to a folder in the same drive even if it is configured with a Deny Write Access policy in the Outbreak Prevention Policy (OPP) of Worry-Free Business Security (WFBS) 9.0.

This issue is a limitation in WFBS 9.0.

When moving a file from a folder to another folder in the same drive, the Windows system uses the 'rename' action instead of "copy". In this case, the Deny Write Access policy set in Outbreak Prevention will not work.
