The Trend Micro WFBS R&D team conducted extensive testing and verified that the WFBS 9.0 MSA is compatible with MS Exchange 2013 SP1 running on Windows Server 2012 R2.

Customers who are installing Exchange Server 2013 SP1 for the first time on Windows Server 2012 R2 are advised to run a special PowerShell script from Microsoft immediately after its installation and before installing the WFBS 9.0 MSA to avoid any potential issue.
Microsoft recommends applying this special PowerShell script that corrects a formatting error in the configuration files that govern the Transport Extensibility that is built into Exchange Server 2013.
A "Fix it for me" utility as well as the manual script and installation instructions can be found in the Microsoft article: Third-party transport agents cannot be loaded correctly in Exchange Server 2013.
This recommendation also applicable for customers who have applied the said Exchange Service Pack on their environment with existing MSA setup.
