"Unable to perform update. A manual or scheduled update is in progress…” appears when performing a manual update in Control Manager (TMCM)

Summary
When performing a manual update in TMCM, you get the following error message:

"Unable to perform update. A manual or scheduled update is in progress. Please wait until the update in progress completes and try again."

Because the database task queue is filling up and TMCM cannot handle the vast amount of tasks, the error message mentioned above still appears even after the manual or scheduled update process has finished successfully.
To resolve the issue, run the DBCleanup tool as the administrator:
  1. Stop the following TMCM services:
    • Trend Micro Common CGI
    • Trend Micro Control Manager
    • Trend Micro Management Infrastructure
  2. Right-click ..Control Manager\DBCleanupTool.exe and select Run as Administrator.
  3. Select the following:
    • Invalid Log
    • Temp Log
    • Command Tracking Log (All)
    • Unregistered Product List
    • Invalid Engine/Pattern Version
  4. Click Start.
You should no longer see the error message after performing these steps.
