According to Microsoft, this issue is caused by TmXPflt.sys, the TmFilter driver that performs the scan-decision process and calls for the Virus Scan Engine (VSApiNt.sys).

The issue occurs in OfficeScan 8.0, which already reached its End-of-life (EOL) support. Hence, there is no fix released.

To resolve the issue, upgrade to the latest OfficeScan version and update to the latest Scan Engine version.
