The issue happens when the build of your installed Plug-in Manager is 2.0.1188 or lower. To resolve the issue, request Hot Fix PLM_2.0_WIN_EN_HFB1253 from Trend Micro Technical Support.
Hot Fix PLM_2.0_WIN_EN_HFB1253 enables the ToolBox database to always discard previously-generated temporary tables before attempting to sync with the OfficeScan database. This ensures that the ToolBox database can synchronize with the OfficeScan database after a previous synchronization attempt fails.
