This issue occurs when the User Account Control (UAC) is activated.

To resolve this issue, deactivate the UAC:

  1. Open the registry editor.
     
    Always back up the whole registry before making any modifications. Incorrect changes to the registry can cause serious system problems.
  2. Locate "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system".
  3. Change the DWORD value of "EnableLUA" from "1" to "0".
  4. Reboot the machine.
  5. Check if the issue has been resolved by clicking again the Create Email option in Browser-Based Installation. This should open MS Outlook, Outlook Express, or Windows Mail New Message.
