IMSS and IMSVA are unable to connect to the LDAP server via ports 3269 and 636.

This is a product limitation.
LDAP SSL uses ports 3269 and 636 but IMSS and IMSVA do not support LDAP SSL. The table shows the ports used by LDAP and LDAP SSL services/protocols:

To be able to connect to the LDAP server, you can set up the LDAP connection on LDAP port 389 or Global Catalog LDAP port 3268.
Using Port 3268 for LDAP Queries
  1. Click Administration > IMSVA Configuration > Connections and the Connections screen will appear.
  2. Click the LDAP tab.
  3. Select the LDAP server to modify.
  4. Configure the LDAP listening port value to 3268.
Using Port 389 for LDAP Queries
  1. Click Administration > IMSVA Configuration > Connections and the Connections screen will appear.
  2. Click the LDAP tab.
  3. Select the LDAP server to modify.
  4. Configure the LDAP listening port value to 389.
