TMCAS in EU site is temporarily out of service starting from November 24, 2015 at 05:01 UTC due to the unexpected network service failure on Windows Azure West Europe. 

For details regarding this Windows Azure issue, you may refer to Azure status.

Public

There is no workaround for this issue. However, TMCAS PDG team and DCS team are currently working with Windows Azure TAM to get more details of the failure and the ETA of service recovery.
