"Setuputility.dll error" appears when upgrading from Control Manager 6.0 Service Pack 3 to version 7.0

Summary

While upgrading Control Manager (TMCM) from version 6.0 Service Pack 3 to version 7.0 using the package tmcm-70-gm-repack1-win-en-2442.exe, the following error may appear:

Error: Cannot complete Installation. The installer is unable to load Library. C:\Users\admin\appdata\Local\Temp{A5EAA04B-544A-46FA-89C5-577803A167E7}...........\SetupUtility.dll. Please retry the installation. If the problem persists, contact your Trend Micro Support representative.

If the server is running Visual C++ 2-15 Runtime (x64), Control Manager won't be able to complete the installation due to incorrect registry values. In addition, it won't load the library.

To resolve the issue, manually install Microsoft Visual C++ 2015 (x86).

  1. Download Microsoft Visual C++ 2015 (x86).
  2. Run the downloaded file as administrator and click I agree to enable the Install button.
  3. Click Install and wait the installation to complete, then click Close.
