Why can't device ports be hard coded to 1GB?

Summary
The IPS copper ports cannot be hard coded to 1GB as auto negotiation is a requirement for using 1000BASE-T.  This is in accordance with IEEE standard 802.3, Section 28D.5 Extensions required for Clause40 (1000BASE-T). At a minimum, the clock source has to be negotiated, as one endpoint must be master and the other endpoint must be slave.
