Starting from Officescan 10.6 Service Pack 2, there is a customized role that has the privilege to create user accounts. To enable this feature:
  1. Upgrade OfficeScan 10.6 to Service Pack 2, version 11.0 or version XG.
  2. Using a text editor, open \Pccsrv\Private\Ofcserver.ini.
  3. Under the [INI_SERVER_SECTION] section, add the following key:
    ConfigPermissionUserAccounts =1
  4. Save the ofcscan.ini
  5. Stop and restart the OfficeScan Master Service.
