The issue occurs when there is an error in the TmOMSM.ini file. The section REMOVE_ADMIN_NOTIFY has been altered and renamed REMOVE_ADMIN_NOTIGY.
To resolve the issue:
  1. Go to the the Management Server and open the ...\Trend Micro\Mobile Security folder.
  2. Open the TmOMSM.ini file and go to the Mobile Security Management Module Service.
  3. Search for REMOVE_ADMIN_NOTIGY and rename it to "REMOVE_ADMIN_NOTIFY".
  4. Start the Mobile Security Management Module Service.
  5. Log in to the TMMS web console and send the invitation emails.
