To resolve this issue, set the Enable 32-bit Applications to "False":
- Open the Internet Information Services (IIS) Manager.
- Select Application Pools.
- Right-click the OficeScanAppPool and select Advanced Settings.
- Set the Enable 32-Bit Applications to "False".
- Click OK.
- Right-click OficeScanAppPool and select Start.
