The issue occurs due to corrupted agents installed on your PC running on Windows 7. To resolve the issue, do the following:

  1. On a computer with working SA, copy the ..\Trend Micro\Security Agent\ folder.
  2. On the affected system, paste the ..\Trend Micro\Security Agent\ folder.
    • For 32-bit: C:\Program Files\Trend Micro\Security Agent\
    • For 64-bit: C:\Program Files(x86)\Trend Micro\Security Agent\
  3. Go to the ..\Security Agent directory.
  4. Run the INSTREG.exe and install SA Services.
  5. Open the Registry Editor and look for the following registries:
    • HKLM\SYSTEM\CurrentControlSet\Services\ntrtscan
    • HKLM\SYSTEM\CurrentControlSet\Services\tmlisten

    This means that the services are installed.

  6. Run PCCNT.exe as admin.
  7. Run PCCNTMon.exe as admin.

The error message should no longer appear.
