On the SQL Server the User account used to access the SQL database may have lost their permissions to the database. Recheck the account permissions and if the issue persists please open a new case with Trend Micro support and provide CDT debug logs for analysis as per instructions below. Please ensure that while capturing the debug logs the Scanmail Master service is restarted.

Summary
When receiving this error logging onto Scanmail for Exchange (SMEX) User Interface (UI). "The ScanMail database is currently unavailable. However, ScanMail is still protecting the email traffic using locally cached configuration". This issue may also lead to the failure of the Scanmail_Master service to restart if manually done so from within the services.msc. In some cases, ScanMail for Microsoft Exchange Master Service (Scanmail_Master service) and ScanMail for Microsoft Exchange Remote Configuration Server may not start after a server reboot.
