you can implement a Blocked Sender List using a Content Filtering policy:
Content Filtering - Add -> Match Any or Apply to All.
Select Accounts -> From any sender to any recipient
Target -> Header -> From
Match: Any Specified keywords:
to block a specific sender add the entire address:
test@global-block.com
to block an domain add the domain using the syntax:
.REG. (@global-block\.com)
after adding your keywords, click next and select your desired action e.g. Quarantine Entire Message, and notification settings.
Then name your policy something like "Blocked Sender List"
