To fix this issue:

 
Before proceeding, ensure that you have a Database Backup or full server backup/snapshot.
 
  1. Stop all services from Apex Central that might be running on Server.
  2. Shrink the Database. For instructions, refer to Database size increases due to transaction logs in Control Manager (TMCM) / Apex Central 2019.
  3. Ensure that the recovery mode is set to simple option. Go to Properties > Options > Recovery mode > Simple.
  4. Restart the Apex Central server and check if services are now up.
