Summary
Trend Micro Management Infrastructure service is not starting and the logs indicate that the transaction log for the database is full.
The following can be seen in the TMCM_LogProcessor.log:

- It seems when service is starting, it failed because transaction log for database 'db_ApexCentral_FORNER' is full.
To fix this issue:
Before proceeding, ensure that you have a Database Backup or full server backup/snapshot.
- Stop all services from Apex Central that might be running on Server.
- Shrink the Database. For instructions, refer to Database size increases due to transaction logs in Control Manager (TMCM) / Apex Central 2019.
- Ensure that the recovery mode is set to simple option. Go to Properties > Options > Recovery mode > Simple.
- Restart the Apex Central server and check if services are now up.
