In this case, one customer (AF Legal) received the alert while another customer (CXC Global) did not.

Upon investigation, it was found that the update deployment rate for AF Legal was 38%, which is less than the threshold of 70%. Meanwhile, the update deployment rate for CXC Global was 83%, which is not less than 70%. Therefore, only AF Legal received the 'Action Required' alert.
