If your Threat Protection System (TPS) device is not enabled for the 'purchased' capability, the most likely reason is that it has not been properly licensed and it is running with a transitional license. To properly license your TPS device, go to the TippingPoint License Manager (TLM) application found on the Threat Management Center website under My Account > License Manager.

For example, if you purchased a 440T TPS device with a 500Mbps throughput license, Digital Vaccine, and ThreatDV, the device will show (at first boot) a 100Mbps throughput speed with no other capability enabled. The device system log will indicate that the device is working with a transitional license (TOSPORT-INFO: LIC: License: Using the transitional license).

Once the license for the purchased capability is "attached" to the device via the TLM application, the licensing system will generate a new license package. This newly created license package will be downloaded from the TMC by SMS and distributed to the device automatically. It can also be manually uploaded to the device via the LSM, which will enable the purchased capabilities.

 
TIP: Be aware that licensing throughput and SSL licenses require rebooting the TPS device for the capability license to take effect.
