To confirm this issue:

  1. The state of the WinXP/Win2003 Deep Security Agent is shown with the error,

    “Anti-Malware Engine Offline”

  2. Check the log file, C:\Program Files\Trend Micro\AMSP\debug\Amsp_Event.log, for presence of “Fault Module” entries that also confirms this issue.

2022/04/05 16:09:27.798,[00336:00532],[EVENT],[Core Service Shell], Fault Module Name: ntdll.dll,[util_CrashHandler.cpp(1839)]

Workaround

Because Microsoft will not provide Azure Code Signing (ACS) support for old OS, Trend Micro can no longer release new Deep Security Agent 10.0 build. For more details refer to the Security Bulletin, Trend Micro Server and Endpoint Protection Agent Minimum Windows Version Requirements for Updated Binaries After Mid-February 2023

The only workaround is to install the Deep Security Agent 10 U10 (Agent-Windows-10.0.0-2797.i386) instead of the U25.
