To resolve the issue, increase the shutdown time:
- Open the Registry Editor.
Always create a backup before modifying the registry. Incorrect registry changes may cause serious issues. Should this occur, restore it by referring to the "Restoring the Registry" Help topic in Regedit.exe or the "Restoring a Registry Key" Help topic in Regedt32.exe.
- Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control registry hive.
- On the right pane, right-click WaitToKillServiceTimeout and select Modify.
- Enter a number between 20000 and 30000. This is equivalent to 20-30 seconds.
12000 is the default value for Windows 7. Try to use 20000.
If you used 20000 yet the error still occurs, increase the shutdown time to 30000.
- Restart the computer.
