Some Lenovo notebooks come pre-installed with Lenovo RapidBoot Shield. This software is responsible for reducing the booting time of Windows 7 machines by suspending system services.
The service is called hyperW7SVC.exe for x86 and hyperW7SVC64 for x64. These services destabilize tmproxy which then prevents websites from opening properly when Web Reputation is active.
Uninstalling RapidBoot Shield will fix this issue.
