The error occurs because the .Net Framework 3.5 feature is not installed. To solve the issue, install it on the TMCM server:
  1. On the Start menu of Windows, click Server Manager.
  2. In the Add Features Wizard, choose .Net Framework 3.5.1 as shown below:
  3. Click Next and use the default settings to install.
If the problem persists, collect the following for further analysis and send the logs to Trend Micro Technical Support:
  • CDT logs
  • C:\TmPatch.log
