To prevent Damage Cleanup services stopping the Remote Registry service:

Open the TSC.ini file:
- On Apex One: (Install dir)\Trend Micro\Apex One\PCCSRV\Admin\TSC.ini
- On OfficeScan XG: (Install dir)\Trend Micro\OfficeScan\PCCSRV\Admin\TSC.ini

Open the file and find the “RemoteRegistry” value and set it to "0". By default, it is 1.
This will tell Damage Cleanup services not to interfere with the service.

Open the Apex One or OfficeScan web console, go to Agents > Global Agent Settings, scroll to the bottom and click Save.
This will update the settings for all the agents.
