The C$ folder is shared by default. The issue occurs when you disable the C$ folder for any reason.

To resolve the issue:

  1. Open Computer Management:
    1. Go to Start > Control Panel.
    2. Double-click Administrative Tools.
    3. Double-click Computer Management.
  2. Expand Shared Folders.
  3. Click Shares.
  4. Add new shared folder to C: and name it "C$".
