When you close Internet Explorer and then try installing again, the installation is successful.

To resolve this issue:
  1. On your browser, go to Tools > Internet Options > Security tab > Custom Level.
  2. Go to the "Active X controls and plugins" section and then select Enable for Automatic prompting for ActiveX controls.
  3. Click OK > OK.
