"An error has stopped the Trend Micro Worry-Free Business Security Agent from installing" appears during Security Agent (SA) installation in WFBS

Unable to install. An error has stopped the Trend Micro Worry-Free Business Security Agent from installing. No changes has been made to this computer. Please try running this installer again later.

 
This issue may occur after applying WFBS 7.0 Critical Patch Build 1396.
Details

To fix the error message:

  1. Manually uninstall the WFBS SA using the uninstall tool.
  2. Stop Cryptographic Services.
  3. Go to the C:\Windows\system32\catroot2 subfolder and rename it as "oldcatroot2".
  4. Set Cryptographic Services to "Automatic" and restart the service.
  5. Remove all tmp*.cat files from the %systemroot%\system32\CatRoot\{F750E6C3-38EE-11D1-85E5-00C04FC295EE} folder
  6. Reregister the following DLL files that are associated with Cryptographic Services.
    1. Run "cmd" to open a command prompt.
    2. Type the following commands, and press ENTERafter each command:
      regsvr32 softpub.dll
      regsvr32 wintrust.dll
      regsvr32 initpki.dll
      regsvr32 dssenh.dll
      regsvr32 rsaenh.dll
      regsvr32 gpkcsp.dll
      regsvr32 sccbase.dll
      regsvr32 slbcsp.dll
      regsvr32 mssip32.dll
      regsvr32 cryptdlg.dll
      Exit
  7. Restart the computer.
  8. Run "cmd" to open a command prompt.
    1. Remove the hidden attribute from %Windir% and its subfolders.
    2. Type the following commands, and press ENTER after each command:
      attrib -s -h %windir%
      attrib -s -h %windir%\system32
      attrib -s -h %windir%\system32\catroot2
      Exit
  9. Set non-driver signing policy to silently succeed.
    1. Open the Registry Editor.
       
      Always create a backup before modifying the registry. Incorrect registry changes may cause serious issues.  Should this occur, restore it by referring to the "Restoring the Registry" Help topic in Regedit.exe or the "Restoring a Registry Key" Help topic in Regedt32.exe.
    2. Go to HKEY_LOCAL_MACHINE\Software\Microsoft\Non-Driver Signing.
    3. Right-click the Policy binary value, and then click Modify.
      The value data will appear in the following format: 0000  02
    4. Press DELETE to remove the current value ("02" in the above example), and then type" 0". The current value will now appear as "00".
    5. Click OK and close the Registry Editor.
  10. Install the SA.

  1. Manually uninstall the WFBS SA using the uninstall tool.
  2. Stop Cryptographic Services.
  3. Go to the C:\Windows\inf\infcache.1 file and rename it as "infcache.1_backup".
  4. Restart your computer.
  5. Install the SA.
