Summary
You notice that the ScanMail Realtime Monitor is not showing scanned emails. When you issue "Get-TransportAgent" in the powershell (or Exchange Management Shell), both the ScanMail Routing Agent and SMTP Receive Agents are not installed/enabled.
The following appears in the SMEX_SetupHelper.log file:

To resolve the issue:
- Check if PowerShell snap-in (Microsoft.Exchange.Management.PowerShell.E2010) is installed in the target machine. For more information, refer to the Microsoft article: Get-PSSnapin.
- Reinstall SMEX. You can use the SMEX setup to uninstall existing SMEX instance or follow the steps in the article Manually uninstalling from the Exchange 2010/2007 Edge Transport or Hub Transport Servers to make sure that no traces of SMEX is left before you proceed with a fresh install.
