The error appeared either because the ..\PCCSRV\Admin\tmbdg20.dll is missing or renamed to _invalid (e.g. C:\Program Files (x86)\Trend Micro\OfficeScan\PCCSRV\Admin\tmdbg20.dll_Invalid)

To resolve this, do either of the following:

  1. Rename all *_invalid files to their original files (e.g. tmdbg20.dll_Invalid to tmdbg20.dll)
  2. Download and apply Hotfix 1180.1.
  3. Download and install OSCE 10.6 SP1.
