Summary
Two Smart Protection Servers (SPS) are configured for OfficeScan.
When OfficeScan (OSCE) cannot connect to the first SPS, it switches to the web reputation backup server instead of the second SPS.
Details

This issue occurs because of the Web Reputation Service (WRS) module's Retry function.
This function is enabled by default. It forces OSCE to access the web reputation backup server if it is unable to connect to the target SPS within a specified number of attempts in a given time period.
