Manage Program button not working in Trend Micro Security for Mac (TMSM)

Summary
TMSM Plug-in will not open when clicking the Manage Program button to open the console. Nothing happens and rebooting and restarting the services does not fix the issue.
An SQL error was found in the debug.log file of ..\Program Files (x86)\Trend Micro\OfficeScan\Addon\TMSM.
2013-10-16 11:25:15 16483 [4] ERROR TMSMMainService - Error occurs when starting service. [0] System.Data.SqlClient.SqlException: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SQL Network Interfaces, error: 26 - Error Locating Server/Instance Specified)

The above error shows that when the administrator clicks the Manage Program button to open the TMSM web page, the program cannot communicate with the SQL database installed by default on the local server.
To resolve the issue:
  1. Confirm that the SQL Server (TMSM) service is running.
    1. Go to Start > Run and type "services.msc" then press Enter.
    2. Look for the SQL Server (TMSM) service and confirm that it is started.
  2. Enable the Remote Connections Protocol.
    1. Open the SQL Server 2005 Surface Area Configuration. Go to Start > All Programs > Microsoft SQL Server 2005 > Configuration Tools > SQL Server Surface Area Configuration.
    2. Under the Configure Surface Area for localhost section, click Surface Area Configuration for Services and Connections.
    3. Under the TMSM section, go to [Database Engine] > [Remote Connections].
    4. Select the Local and remote connections option and make sure Using both TCP/IP and named pipes is selected.
    5. Click the Apply button to save the settings.
    6. On the left pane of the same window, click [Database Engine] > [Service] and stop and restart the service.
    7. Go to the [SQL Server Browser] and modify Startup type to "Automatic" if not already done.
  3. Restart the TMSM services by running the restart_TMSM.bat file under the directory:
    ...\Program Files (x86)\Trend Micro\OfficeScan\Addon\TMSM
  4. Click the TMSM Manage Program button to confirm that you can now access the TMSM console.
