When the MSA settings are being configured, the following error is encountered:
1722 Error Message: The Messaging Security Agent Master Service is stopped or is not available. Please start the service and login again.
When you check the application event log, it shows the following:

This issue only occurs in MSA of WFBS 9.0 Gold Master (GM) build.
To solve the issue, install WFBS 9.0 SP1. Do the following:
- Install WFBS 9.0 SP1.
- Remove the Exchange Server from the WFBS web console.
- Add the Exchange Server back to the WFBS web console to upgrade the MSA.
