The basic operations in SCVMM take longer than 10 minutes when the OSCE client is installed and running. However, SCVMM operations run as expected when the OSCE client is unloaded.
To resolve the aforementioned issue, add the following scan exclusions to the Real-Time Scan Settings of the OSCE client installed on the SCVMM machine:

- %ProgramData%\Microsoft\Windows\Hyper-V
- %ProgramFiles%\Hyper-V
