If an older version of 1.6 TMES agent is installed in a endpoint and then you upgrade that agent to a newer version, TMES will fail to send the agent registration data to TMCM properly.
To send the agent registration data properly from the TMES server to TMCM server, do the following manually:

On the TMCM web console, go to Administration > Managed Servers and unregister the TMES server on TMCM.
If the TMES server is not registered on the TMCM server, skip this step. - On the TMCM web console, go to Administration > Managed Servers and register the TMES server again in TMCM server.
