"You cannot move roaming agents or agents that are currently offline" appears when moving agents to a new OfficeScan server

When you transfer agents to a new OfficeScan (OSCE) server, the following error message appears even when the agent is online and not in roaming mode:

You cannot move roaming agents or agents that are currently offline. To move these agents, turn their status to normal mode and verify that the Trend Micro Endpoints are online. See the Online Help for instructions.

The issue happens when you try to transfer agents with a mismatched certificate. When you log in to the OfficeScan 11.0 console, you will see a blue notification on the dashboard stating a certificate mismatch. This means the agents were unable to secure communication from the server, causing the failure to move them to the new server.

To resolve the missing or mismatched certificate issue, follow the procedure in this article: "OfficeScan Agents do not have a valid OfficeScan Server certificate" appears on the dashboard.
