Check the server if it has following registry key. If it has, remove it and try to restart the service.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager]  "CWDIllegalInDllSearch"=dword:FFFFFFFF

The CWDIllegalInDllSearch registry setting is available in Windows Server 2012, Windows 8.1, and later operating systems without having to install an additional package.

The value 0xFFFFFFFF removes the current working directory from the default DLL search order. For more information, refer to this Microsoft article: http://support.microsoft.com/kb/2264107/en-us
