Summary

On Windows XP and Windows 2003 servers, only Administrator accounts are allowed to access the Secure Storage drive (TMPS3 SEC).

However, logging in with a Standard account and running Secure Storage using an Administrator account gives the user an interface with different privileges within Windows File Explorer.

This makes the "dragging" action not available in Windows.

This article provides steps that will guide you to run secure storage as Administrator which will allow "dragging" files/folders even when using a Standard account.

Log in as administrator group user. Open File Explorer and modify the settings via Tools > Folder Options > View tab, then select Launch folder windows in a separate process.
Log in as Standard account user then go to C:\WINDOWS and run file explorer.exe as Administrator group.
The opened file explorer now allows users to drag files/folders to SECURE STORAGE using standard accounts.
